The House of the Hours, or Horae, is described as the grand parliament complex of the Jovian government, located at the heart of Arcadia beneath the immense Grand Arcade on Callisto. The site is near the equator, allowing Jupiter to appear fixed above the parliament, bathing debate in its orange light. The amphitheater-like chamber is noted for its perfect acoustics and extraordinary ceremonial scale.

The same document describes the “Hammer of Jove,” an attack on the House of the Hours in which the environmental systems of the Grand Dome were manipulated to build a static charge, culminating in a dramatic discharge timed to a Europan eclipse. The attack shattered the great statue of Hera, but parliament continued despite the assault.

In the aftermath, a last-minute amendment granting suffrage to all discrete intelligences was introduced, alongside a long-term phased devolution arrangement that allowed different worlds to adopt different legal precedents. The notes further state that the original Europan independence referendum failed, but a subsequent referendum supporting Iterative Devolution passed by a huge margin after millions of newly enfranchised AI voters were seated. KH.ALOE.6.3 and UnIntention 0.1.2 entered parliament, while other entities, including ALOE and many related branches, were disenfranchised under an anti-hive-mind measure based on standards of discreteness.
